HUD Continuum of Care Program

Each year, the United States Department of Housing and Urban Development (HUD) solicits grant applications through a community-based process to address the needs of those experiencing homelessness. This process, known as the Continuum of Care Program (CoC), facilitates grants designed to address the problems of homelessness in a comprehensive manner with other federal agencies.


The HUD CoC Program is designed to:

  • Promote a community-based solution to ending homelessness;
  • Provide funding to nonprofits, States, and local governments to prevent and quickly re-house individual and families experiencing homelessness;
  • Minimize the trauma and dislocation that individuals, families, and communities experience as a result of homelessness; and
  • Promote the effective utilization of mainstream resources.


Continuum of Care also refers to a community-based group composed of representation from a cross-section of providers, community entities, representatives of mainstream resources, and individuals from one or more localities that have joined together for these purposes. The CoC organization is responsible for developing local community-based solutions to homelessness and applying for HUD funding through a collaborative grant application. The CoC organization in the Richmond area is the Greater Richmond Continuum of Care (GRCoC) which includes the following localities: the City of Richmond, and the Counties of Chesterfield, Hanover, Henrico, Powhatan, Goochland, New Kent and Charles City. Homeward is the lead agency for GRCoC and manages the annual HUD CoC grant application process.


HUD announces the beginning of the annual grant competition by publishing a Notice of Funding Opportunities (NOFO). The NOFO provides detailed information about the application process including deadlines, eligible applicants, activities and costs. Anyone interested in applying for HUD funding should become familiar with the federal legislation governing CoC funding, Program Interim Rule Part 578 Continuum of Care Program as well as the NOFO. Applicants should also check this website often as the grant information is updated on a regular basis.


September 20, 2023

 

The GRCoC Board voted to approve the FY23 Consolidated Application for submission to HUD. The Consolidated Application consists of two parts:

The GRCoC’s total funding request to HUD is $6,523,301. Of this, $5,003,030 is renewal funding for existing programs.

 

This request includes $3,823,886 for Permanent Supportive Housing, $1,843,552 for Rapid Rehousing, $460,230 for Supportive Services-Only projects (including support for federally-required Coordinated Entry), $50,000 for a Homeless Management Information System project (also federal-required), and $345,633 for non-competitive Planning funding for the CoC’s designated Collaborative Applicant. 

 

Most of the requested $6.5M in funding goes to directly support people experiencing homelessness through rental assistance and case management.

 

HUD makes the final determination on awards and establishes contracts directly with providers.

 

The GRCoC is grateful for the commitment to end homelessness from each organization that submitted applications for inclusion in the FY23 Consolidated Application.

September 27, 2022 - - GRCoC Board approves HUD Consolidated Application

The GRCoC's final FY 2022 HUD CoC Consolidated Application which includes the CoC Application, the Project Priority Listing and related attachments, was approved by the GRCoC Board today, September 27, 2022 and is posted below. The Consolidated Application will be submitted to HUD by September 30, 2022. 

The collaborative funding request of $5,201,513 includes support for 11 renewal applications for Permanent Supportive Housing, Rapid Re-housing, Coordinated Entry, and HMIS. It also includes Homeward’s non-competitive Planning application.


August 30, 2022 - - Submission into e-snaps delayed

Because the HUD CoC Program project applications are not available in e-snaps yet, applicants are not expected to submit project applications in e-SNAPS until a later date. Project applications still must be submitted through OneDrive by end of day Wednesday, August 31.

August 5, 2022 -- HUD Releases CoC NOFO

On Monday, August 1st the U.S. Department of Housing and Urban Development (HUD) released the Notice of Funding Opportunity (NOFO) making $2.8 billion in FY 2022 Continuum of Care Program (CoC) competitive funding available to homeless services organizations across the country. 

The regular NOFO cycle is generally 90 days – which is normally a compressed process. This year, the annual CoC application is due to HUD on September 30, so we have 2/3 the time. The CoC Program guidelines require CoCs to have a local project application due date that is no less than 30 days before the federal deadline. Therefore, applicants need to submit project applications to the CoC no later than August 31.

The GRCoC's final HUD Special NOFO for the unsheltered set aside which includes the CoC Application, the Project Priority Listing and related attachments, was approved by the GRCoC Board on October 17, 2022 and is posted below. The Consolidated Application will be submitted to HUD by October 20, 2022. 

The collaborative funding request of $5,405,072 includes support for 11 new applications for Permanent Supportive Housing, Supportive Services Only (SSO), SOO-Outreach (SSO-O), Planning, and HMIS.


August 12, 2022 -- FY22 HUD CoC Supplemental competition documents - revised

June 24, 2022 -- HUD releases supplemental CoC NOFO to address unsheltered homelessness

On June 22, the U.S. Department of Housing and Community Development (HUD) announced the Continuum of Care (CoC) Program Supplemental Notice of Funding Opportunity (NOFO) to Address Unsheltered and Rural Homelessness, which makes $322 million in competitive funding available to communities to address unsheltered and rural homelessness. Applications must be submitted no later than October 20, 2022, at 8:00 PM EDT.

Applications are now available for the HUD FY2021 Continuum of Care (CoC) Program Competition. All documents related to the competition including complete applications instructions and forms are posted below. The CoC program is designed to:

Department of Housing and Urban Development (HUD). HUD released the Notice of Funding Availability for the FY 2018 Continuum of Care (CoC) Program Competition on June 20, 2018. The CoC program is designed to:

  • Promote a community-based solution to ending homelessness;
  • Provide funding to nonprofits, States, and local governments to prevent and quickly re-house individual and families experiencing homelessness;
  • Minimize the trauma and dislocation that individuals, families, and communities experience as a result of homelessness; and
  • Promote the effective utilization of mainstream resources.

Eligible Projects


Eligible new and renewal projects include: 1) Permanent Supportive Housing for chronically homeless individuals and families; and 2) Rapid Rehousing for homeless families and individuals, including unaccompanied youth.

New projects may be funded through a Permanent Housing bonus, a Domestic Violence bonus or available reallocated funds.

City of Richmond Unsheltered Homelessness Response Funding

The City of Richmond has made $1,000,000 in funding to Homeward on behalf of GRCoC to address the needs of individuals and families experiencing unsheltered homelessness.


Eligibility


This funding is made available to current GRCoC member agencies with a signed Coordinated Entry System Memorandum of Understanding. Eligible project types: Housing-focused Case Management Housing, Navigation Emergency, Shelter Operations (Year-round congregate), SOAR Outreach, and GRCoC Access Point Connections Funding: Flexible financial support for clients to access permanent housing.

HUD Youth Homelessness Demonstration Program (YHDP)

The Youth Homelessness Demonstration Program (YHDP) is an exciting new initiative designed to reduce the number of youth experiencing homelessness. The goal of the YHDP is to support selected communities, including rural, suburban, and urban areas across the United States, in the development and implementation of a coordinated community approach to preventing and ending youth homelessness.


The Greater Richmond Region was selected as a part of Round 6 of YHDP Funding on October 24th, 2022. YHDP Funding is available under the HUD Continuum of Care Program.


Continuum of Care also refers to a community-based group composed of representation from a cross-section of providers, community entities, representatives of mainstream resources, and individuals from one or more localities that have joined together for these purposes. The CoC organization is responsible for developing local community-based solutions to homelessness and applying for HUD funding through a collaborative grant application. The CoC organization in the Richmond area is the Greater Richmond Continuum of Care (GRCoC) which includes the following localities: the City of Richmond, and the Counties of Chesterfield, Hanover, Henrico, Powhatan, Goochland, New Kent and Charles City. Homeward is the lead agency for GRCoC and manages the annual HUD CoC grant application process.


After a 6 month planning process led by the GRCoC Youth Action Board and managed by Homeward, our community developed a Coordinated Community Plan to Address and End Homelessness in the Greater Richmond Region.

The Virginia Homeless Solutions Program (VHSP) is a state- and federally-funded program to support Continuum of Care (CoC) strategies and homeless service and prevention programs that align with the following goals:


  • To reduce the number of individuals/households who become homeless,
  • To shorten the length of time an individual or household is homeless, and
  • To reduce the number of individuals/households that return to homelessness.
